How many workers does each later use of the same tile need?
The designer listed the valid sequences, and the Production section gives the same rule.

Each use needs at least one more worker than the previous use, not one more than the total already on the tile. No more than six workers may sit on a tile in a season. One, then two, then three is the normal sequence. Opening with three or more closes the tile for that season, and overpaying is allowed.
