Are the boats restocked with workers and skill tiles in winter?
The Start of season section says nothing is placed on the boats in winter.

No. Workers and skill tiles are added to the boats only at the start of spring, summer and autumn. In winter the boats carry no new contents; each player simply takes one boat for its end-game scoring.
