In what order do players pick boats at the end of a season, and when does the start player marker change hands?

Winners of turn order tiles pick first, in tile order (1, 2, 3, 4). Then players without a turn order tile pick clockwise from the new start player. If nobody bid on the start player tile, the existing start player begins that clockwise order and the marker moves one seat left only after all boats are taken. Boats themselves are never bid on.
