In what order are the boats filled if the bag runs short of workers?
The designer confirmed the intended order; the rulebook only says "in order".

Fill them one worker at a time in order, never exceeding the number printed on each boat. The designer confirmed the intended order is ascending player number, with Keyflower before Sea Bastion (both marked 2+). The designer added that this rule almost never comes up.
