With Boat 4a, can I mix colours within one bid, or add another colour to a losing bid?
The Boat 4a text requires all counter-bid workers to share a colour.

No. All workers in a counter-bid must be one colour, and additions must match the bid already on the tile. To change colour, move your losing bid away and place it again as one group. Counter-bid workers lie flat until the other bids leave.
