Does Boat 2b double my transport and upgrades on other players' tiles as well?
The designer answered this, and the Boat 2b text refers to the owner's abilities.

Yes. The owner's transport and upgrade actions are doubled on every tile they activate: their own village, other villages and auction tiles. Other players gain nothing from the boat, even when they use tiles in its owner's village.
