Can I add workers to a bid I am losing, not only one I am winning?
The designer confirmed this, extending the rulebook's narrower wording.

Yes. On your turn you can raise a losing bid by any number of workers, as long as the new total beats the rival's. The bidding text only mentions adding to a winning bid, but the designer confirmed losing bids may be increased, with no need to move the workers first.
