How do Glory of the Nation cards work after the second campaign?

Each empire that built its Statue gets one; a winner who built it gets it alongside Charismatic Leader, else an Abandoned Construction card. Cubes for it go on the Glory card itself, cannot move, and can be added in planning or production.
