Is there any drafting or choice in solo mode, or is it all luck of the draw?
The rulebook's solo setup uses eight random pools.

There is no drafting. Each Sequence starts from a random 5-card Development Pool (40 cards across the eight pools), so luck matters. You can dig for better cards by discarding 2 cards to draw 5 from the deck and keeping 1.
