Can I put produced cubes on my Empire card instead of a card under construction?
The rulebook's construction step says cubes go on cards under construction and/or the Empire card.

Yes. You may split produced cubes between your cards under construction and your Empire card, even when construction spaces are open, though there is rarely a reason to.
