If I complete a card during the production phase, when does it start producing?
Follows from the rule that each step counts only the constructed cards at that moment.

It counts from the next production step onward, not the one you are in. Each step counts only the cards already in your Empire when it starts, and you cannot go back. So a card finished during the step for its own resource first produces that resource next round, but its other resources count in the later steps of this round. Cards finished in the planning phase already count for the whole round.
