How to Use These Cards
Each card is marked in the corner with its pack code: D1 for Demand Pack #1 and D2 for Demand Pack #2.
Add the cards to the matching hostage-taker. You do not need to observe anything beyond that, unless the sheet says otherwise. The general cards can always be used with any hostage-taker.
Demand Pack #1 (D1)
General Cards
The general cards of Pack #1 are usable with every hostage-taker. They are 1 new red Terror card and 1 new gold Pivotal Event card.
Dolph Will Blut Sehen (Dolph Wants Blood) – Minor Demand
Minor Demand. Shown as a red Terror card.
When revealed: Resolve 1 Dolph will Blut sehen Decision.
Pay 4 in the Conversation Phase to fulfil the demand.
One-time Benefit: The chosen Decision is discarded.
Meine Forderungen bleiben unerfüllt (My Demands Remain Unfulfilled) – Pivotal Event
Pivotal Event. Shown as a gold card.
"I have let you string me along long enough. You want me to keep listening? Then come clean and show me you still mean it."
As long as there are demands left (face down and/or face up), you must additionally pay 1 Conversation Point before you may resolve a Conversation card. This does not apply to Option B) Play card face down.
Mein Sohn muss leben! (My Son Must Live!) – Major Demand
Shown on the sheet's introduction page as the example of the D1 mark. No component caption lists it.
"Send him his medication! If he doesn't get it, I don't know what I'll do ..."
Whenever a Terror card has a secondary effect (whether or not that effect is triggered), you must place 1 Conversation card from your hand under this demand.
If you cannot, you immediately lose the game.
If more Conversation cards lie under this demand than there are hostages IN CAPTIVITY, pay [amount not legible on the sheet; the sheet's callout circle covers it] in the Conversation Phase to fulfil this demand.
Benefit: You win the game!
Viktor Hades
Viktors Komplize (Viktor's Accomplice)
Card text, as printed on the card:
Viktors Komplize is a very special kind of bastard. He is Viktor's most loyal man and has been behind bars with him several times.
Nobody can prove it, but there are rumours that he blew up half a Favela block, killing more than 100 people.
It is risky to let him go, since you already had him behind bars, but – and you are too ashamed to admit it – perhaps you have a bullet for him too ...
Lass ihn frei! (Let Him Go!) – Major Demand
Pay 3 Conversation Points or the Threat Level icon showing +2 to fulfil the demand.
One-time Benefit: Look at all the remaining red Terror cards. Return them to the top of the Terror deck in any order you choose.
Penalty: Remove the accomplice and instead slide Viktors Komplize under Viktor Hades.
Lilly von Engelhardt
Psychiatrische Beurteilung (Psychiatric Evaluation) – Major Demand
"Lilly is clearly mentally ill. She would not have behaved like this otherwise. She needs psychiatric help. We must convince her somehow to undergo an evaluation."
Pay X Conversation Points in the Conversation Phase to fulfil this demand. X = the number of hostages IN CAPTIVITY plus the number of KILLED hostages.
Permanent Benefit: For each green Hostage icon you resolve, you immediately receive 1 additional green Hostage icon.
Jacob Adams
Das System offenbaren (Expose the System) – Major Demand
"I want to show you all how this health system is going to kill you all. The way it killed my son!"
Bring 2 new hostages IN CAPTIVITY to fulfil this demand.
One-time Benefit: Threat Level icon −2, and reveal 1 additional random Jacob Major Demand.
Sheet note: the caption lists 2 Major Demand cards for Jacob Adams. The second card's face is covered by the front card on the sheet and cannot be read, so only the card above is transcribed.
The Boss
Taktik: Netz-Absicherung (Tactic: Safety Net) – Tactic Conversation card
Play this card if you would have to resolve a red skull icon with a yellow ring. Instead, resolve a green Hostage icon.
"He is not bluffing, he wants to throw them out of the window! Hurry up and set up a net!"
Wie die Schwalben ... (Like Swallows ...) – Major Demand
"Fly, little bird, fly ... you wanted to fire me, and now I am throwing you out instead!"
This demand cannot be fulfilled.
At the end of each Terror Phase, roll 1 Conversation die. If the result is less than the current Threat Level, the Abductor kills a hostage (red skull icon).
Note on the new symbol (sheet): the red skull icon with a yellow ring works like a normal red skull icon, except that the Tactic card refers to it.
The Petersen Twins
Dolph will Blut sehen – Option 1 (Decision)
Option 1
"Threaten Rolph with violence."
At the end of each Terror Phase: Threat Level icon +1.
Discard this card when you fulfil the demand Dolph will Blut sehen.
"Calm your brother down, or I can no longer guarantee anything here. Do you think I care whether you live or die?"

Keine Gewalt mehr (No More Violence) – Major Demand
When this demand is revealed, decide:
I agree: Ignore all red skull icons on cards until you have resolved a green Hostage icon on a card, or until a hostage has been killed because the Threat Level was above 7. Then remove Keine Gewalt mehr.
or
Never!: Threat Level icon +2, and take 1 available Conversation card of your choice with a green Hostage icon into your hand without paying its cost. Then remove Keine Gewalt mehr.
Setup note (D1)
The new Terror card must replace 1 of the 3 red Terror cards from setup step 8.
On the Run
Im Wespennest (In the Wasps' Nest) – Major Demand
Ambush! This is now the current location!
Place 1 hostage figure from the box on the far-left space of the track. At the end of each Terror Phase, move the figure 1 space to the right.
You lose if you do not discard this location before reaching the last space of the track, which is marked "You lose!".
The Ex-Cop
Der Kern der Verschwörung (The Heart of the Conspiracy) – Major Demand
When you reveal this Major Demand, remove all other Major Demands.
"We will follow this matter until we reach the slimy bottom of this quagmire."
Repeatable: Play 1 Conversation card with cost 4 or higher during the Conversation Phase without resolving it, in order to fulfil this demand.
Benefit: Move all hostages from the Stockholm Syndrome indicator back IN CAPTIVITY.
Demand Pack #2 (D2)
General Cards
The 5 general cards may always be used with any hostage-taker. Shuffle them into the matching cards. They are 4 new red Terror cards and 1 new Escape Demand. The sheet's caption shows the 4 Terror cards as a stack, and only the front face of the first is legible.
Ich mag es, mit dir zu reden ... (I Like Talking to You ...) – Terror card
Shown on the sheet as one of the 4 new red Terror cards. The faces of the other three are not visible on the sheet and are not transcribed.
Choose 1:
- Threat Level icon +1
OR
- Conversation Point icon +2: in the next Conversation Phase you cannot save hostages.
Es gibt kein Entkommen (There Is No Escape) – Escape Demand
"There is no escape for you ... it ends here and now!"
When revealed: Remove this card from the game immediately.
Der Automa-Kult (The Automa Cult)
Verschone wenigstens die Kinder (At Least Spare the Children) – Major Demand
While this card lies face up: ignore all effects and instructions that change the active hostage-taker!
Pay 4 to fulfil the demand.
One-time Benefit: Green Hostage icon (one hostage is saved).
Kinder des Kults (Children of the Cult) – Terror card
Immediately take the Major Demand Verschone wenigstens die Kinder and place it face up as an open demand. Place 1 new hostage IN CAPTIVITY. Kinder des Kults now becomes the active hostage-taker and remains so until you have fulfilled Verschone wenigstens die Kinder.
If Kinder des Kults is killed, you immediately lose the game.
Setup note (D2): The new Major Demand may not be chosen at the start of the game. Shuffle the new Terror card Kinder des Kults together with your set of red Terror cards. The new Major Demand is also added to the game when you reveal Kinder des Kults.
Migräne (Migraine)
Was habe ich getan? (What Have I Done?) – Major Demand
Pay 4 when the Terror deck is empty.
On this Deception roll, for every 2 killed hostages (rounded down) you must reduce your die result by 1.

In the next Conversation Phase: You may ignore the restriction from Migräneattacke and fulfil 1 open demand if you additionally pay 1 Conversation Point. You then do not make a Deception roll and automatically receive Benefit 1.
Mitten ins Herz (Right in the Heart)
Ich will noch mehr Geiseln! (I Want More Hostages!) – Major Demand
Place 2 more hostages IN CAPTIVITY to fulfil this demand.
One-time Benefit: Discard 2 active Rival cards.
OR
Bring all cards with cost 0 back into the game and place them in the Available Area.
Crime Wave: Josefina Hernandez
Meine Gang hat hier das Sagen (My Gang Runs This Place) – Terror card
This card may only be used with Josefina Hernandez.
Roll 1 Conversation die and compare the result (the rolled number) with the table. Apply the matching effect:
- Dice 1–2: 2 new hostages.
- Dice 3–4: Threat Level icon +2. The die-4 tile also shows a white symbol that cannot be identified at the sheet's resolution, so it is not transcribed.
- Dice 5–6: Resolve the next red Terror card.
The sheet states that these 2 cards are intended for a game against Josefina Hernandez. The caption lists 2 red Terror cards for her; the second card's face is not visible on the sheet, so only this card is transcribed.
Crime Wave: Joseph Dawn
Will meinen Vater sprechen (Want to Speak to My Father) – Major Demand
Pay 12 in the Conversation Phase to fulfil the demand.
Roll all 5 dice once and add up the results:
- If the sum is 16 or more, you immediately save all hostages and capture Joseph Dawn directly. He surrenders.
- If the sum is 15 or less, this card stays face up. You may fulfil it again later and re-roll.
Crime Wave: Liliana
Wann soll ich das gesagt haben? (When Am I Supposed to Have Said That?) – Terror card
This card is intended for a game against Liliana.
Turn all open demands (including Minor Demands) face down. They are face down again, and you must reveal them again.
Shown on the sheet as 1 new red Terror card.
Family Drama
Sie ist einfach so reingegangen! (She Just Walked In!) – Terror card
Shown as a red Terror card.
You may immediately take all Sandra Conversation cards into your hand at no cost. If you do, then in the next Conversation Phase you may play only Sandra Conversation cards face up. You may still play other Conversation cards face down.
