Game Setup
- Gather the money and place it in the center of the table. This is called the Bank.
- Form 3 decks of Facility cards (Low-Cost, Middle-Cost, and High-Cost Facility), shuffle each of them, and place the decks in line in the center of the table. Form a deck for each of the House, Housing Complex and Tower Block cards and place the decks in line in the center of the table. Choose 3 Infrastructure cards at random and place them in line in the center of the table. Draw 3 Low-Cost Facility cards and place them face up in line in the center of the table.
- Each player receives 1 Convenience Store card and places it in their field.
- Each player receives 2 Money from the Bank as their initial money in hand.
- The youngest player receives the Start Player marker as the start player.
2-Player Game Setup Layout
The sheet shows a 2-player setup diagram. The play area holds three rows of cards: Infrastructure cards, Residence cards and Facility cards, with a Low-Cost Discard, Middle-Cost Discard and High-Cost Discard pile below the Facility row. Each player has their own field, with the Start Player marker, the Bank, and an Initial Money of 2 Money.
Order of Play
-
From the start player, the players take turns clockwise.
-
In your turn, receive from the Bank the total of the income indicated on cards placed in their field.
-
You can choose to discard any number of the Facility cards currently placed face up on the table.
-
Draw card(s), one by one, from any of the Low-Cost, Middle-Cost and High-Cost Facility decks and place that card(s) face up in line in the middle of the table until they are replenished to 3 cards. If any of the decks runs out, shuffle the discard pile and form a new deck.
(Example) Player A discards 2 Facility cards and draws 1 card from the High-Cost deck, but it is not a desired card, so Player A draws the 2nd card from the Middle-Cost deck.
-
From among the face-up Facility or Residence cards (both hereafter called Building cards), buy 1 Building card with the money in your hand and construct it in your field. You can only construct 1 Building per turn. You cannot construct a Building bearing the same name as the one already constructed in your field. When you spend money, pay it to the Bank. You may also choose not to construct a Building.
-
If, by constructing Buildings, you meet the conditions indicated on any of the Infrastructure Facility cards on the table, immediately take and construct that Infrastructure card in your field. You can only construct 1 Infrastructure card in your field. After constructing 1 Infrastructure card, you cannot construct another one even if you meet its conditions.
-
After performing Steps 2 to 6, the turn moves to the next player in clockwise order.
Building Card Description
Each Building card shows its name, its Facility type, its Cost, and its Income, Population and Happiness values.
There are 6 Facility types, shown by a colour band and an icon:
- Commercial
- Industrial/Production
- Public
- Leisure
- Residence
- Infrastructure
Infrastructure Card Description
To construct an Infrastructure card, you need to construct the Facility cards indicated on that Infrastructure card.
(Example) If you have constructed 2 or more Public Facility cards, 1 or more Commercial Facility cards, and 1 or more Leisure Facility cards, at the end of your turn, you can take the Infrastructure card "Airport" that bears the icons "Public Facility:2, Commercial Facility:1, Leisure Facility:1" and construct it in your field.
Game Ending Conditions
If any of the players has constructed 10 or more Building cards, the game ends after the subsequent players have taken turns until the player before the start player in clockwise order. If the player before the start player in clockwise order has constructed 10 or more Building cards, the game ends when that player completes their turn. This applies also to the case of a player having constructed 10 or more Building cards by an Infrastructure card's effect. The Convenience Store card is also counted as a Building.
Scoring
Calculate the score as follows.
- The player with the highest point (total population × total happiness) at the end of the game is the winner.
- In case of a tie, the player among them with more money in hand is the winner.
