Setup
- Place the game board in the center of the table and the gold coins, bank buildings, and VIP citizens on the board in their respective locations. In addition, set up the general supply by putting all silver coins, diamonds, garbage tokens, and credit cards next to the game board for easy access.
- Place the four starting goods tiles in a space next to the game board ("market"). Then place the citizens of the corresponding color below each of the starting goods tiles.
- Following the instructions below for your player count, shuffle the required number of goods tiles together and place them in a stack next to the board. Next, place the required number of citizens into the draw bag and mix thoroughly. Return any unused goods and citizens back to the game box.
2 Players:
- For each of the 4 colors (Meals, Transportation, Merchandise, Home), remove a 2 cost goods tile, a 3 cost goods tile, and a 4 cost goods tile (12 goods tiles removed in total).
- Also remove 3 citizens of each of the 4 colors (12 citizens removed in total).
3 Players:
- For each of the 4 colors (Meals, Transportation, Merchandise, Home), remove a 2 cost goods tile and a 3 cost goods tile (8 goods tiles removed in total).
- Also remove 2 citizens of each of the 4 colors (8 citizens removed in total).
4 Players:
- Do not remove any goods tiles or citizens.
- Every player puts a player board in front of them and places a delivery truck on the City Hall square. Every player also selects a player marker with their desired color. They take the 4 expense track markers of the corresponding color and place one expense track marker in the center of each of the 4 expense tracks.
- Every player receives 7 silver coins.
- The player who made a purchase is the starting player and receives the corresponding starting player marker.

Player Actions: Spend coins to improve your city
Beginning with the starting player and moving clockwise, each player can choose to take 1 of 3 actions:
- Buy Goods
- Construct Buildings
- Invite VIP Citizens
If a player cannot or does not want to take an action, he or she can choose to pass and will no longer take any more player actions for the rest of the phase. When all players have passed, the Player Action Phase is over. The possible actions are described in more detail below.
Buy Goods
Pick an available tile, pay the costs, and obtain the tile and the citizen below it.
Players can purchase goods tiles in the market or available bank buildings. After selecting the tile, pay the cost shown in the upper right corner to the general supply. Also take the corresponding citizen below the purchased goods tile (note no citizen comes with purchasing a bank building). See Figure 6-1.
After purchasing, keep the goods side of the tile face up and place it in a vacant construction zone on the player board. Also place the corresponding citizen in the park. There are only two vacant construction zones on the player board; however, the park can hold an unlimited number of citizens. See Figure 6-2.
When banks are purchased, they do not need to go into the construction zone but can be placed directly in your city according to legal placement rules.
- When paying for goods, players can use any coins in their supply, including any supplied by the credit card that players receive when purchasing a bank (see the "Obtain Income and Credit Card Rewards" section for more information).
- Every spot in the construction zone can only hold 1 tile. If both zones are filled by existing tiles and the player wishes to still purchase a good, then the player must return one of the tiles occupying an existing construction zone to the game box to make room for the new tile. The returned tile is removed and unavailable for the remainder of the game.
- At any time, players can look at both the front and back sides of any goods tile in the market as well as in their construction zones. However, they cannot look at any goods tiles still in the goods supply.
Construct Buildings
Pay the cost of a goods tile in your construction zone to flip the tile to the building side, place it in your city, and generate production.
Select one tile in your construction zone and pay the cost shown in the upper right corner (it essentially takes two turns and twice the cost shown to buy and construct a tile). Flip the tile over to the building side and place it in a legal location next to city hall or any other building tile (See Figure 6-3). There are no limits on how far the city can extend in any direction, except in the downward direction, as no buildings can be built at or below the row with the park and construction zones. All building tiles must be adjacent to each other, and once placed, building tiles cannot be moved.
Important: How to legally place a building
Buildings with the same border color (i.e., the same type) cannot be placed adjacent (left, right, up, down) to each other (See Figure 7-1). After placing the tile, generate production by placing the associated token (coin(s), diamond, or garbage) in the lower right corner of the tile. Do the same for any adjacent tile with an open production location (See Figure 7-2).
- Adjacent tiles that already have tokens on them will not generate additional tokens.
Special Rules for Building Banks
Banks are special buildings. After paying the purchase cost of 3 coins, place the bank tile in the player's city using legal placement rules as well as 1 coin in the bank's lower right corner (See Figure 7-3). Do the same for any applicable adjacent tiles. If this is the player's first bank, place a credit card in front of them. They will receive additional credit card rewards during the Obtain Income and Credit Card Rewards Phase.
- Cities can have up to 2 banks.
- When placing a bank, follow the standard placement rules based on the border color. Banks cannot be placed next to city hall, other banks, or in the row at or below the park and construction zones.
Invite VIP Citizens
Spend coins to invite a talented citizen to your city.
Pay 3 coins to take an available VIP citizen from the supply on the game board and place him / her in the park. During the next phase, VIP citizens can be used in any open building location.
Pass
When a player cannot or does not wish to take any more player actions, they may pass. Play moves immediately to the player on their left, and passed players will be skipped for the remainder of the phase. When all players have passed, the game will progress to the next phase ("Hire citizens").
Hire Citizens: Allow citizens to take up work in your city's buildings
All players can undertake this phase simultaneously. Each player can move any citizen from the park to any unoccupied building of the same color. That citizen now works in that building. See Figure 8-1.
When a citizen is placed on a building tile, update your marker on the corresponding expense track by 1 sector. Follow the arrow from the middle to the upper right sector for the first upgrade; for future upgrades, move to the next sector in a clockwise direction (See Figure 8-2). As your marker moves around the track, gain the bonus indicated in the sector.
- VIP citizens may be used in the place of any of the other four citizen colors.
- Every building can only employ up to 1 citizen. Once placed, citizens cannot be moved again.
- Any number of citizens that match the building color in the city may be placed, and each expense track will be updated to match the number of buildings of that color with working citizens (up to a max of 6).
Move Delivery Truck: Use the delivery truck to pick up tokens generated by construction
All players can undertake this phase simultaneously. Each player must move their delivery truck 1 + X spaces, where X is the transportation bonus shown on their transportation expense track (See Figure 8-3). If a player's marker is in the middle of the transportation track, they do not receive this bonus.
Whenever the delivery truck moves onto a tile, players may pick up all the tokens currently on that tile. This happens for every space a delivery truck moves through, allowing the delivery truck to potentially pick up multiple items in the same round (See Figure 8-4).
-
Coins and diamond tokens picked up by the delivery truck will go into the player's personal supply. Coins may be used in future Player Action Phases, while diamonds are retained for end of game scoring.
-
Garbage tokens collected by the delivery truck will be returned to the general supply.
-
At the beginning of the game, the delivery truck will start at city hall and can move to any adjacent space. Afterwards, the delivery truck will start in the space it ended its movement on in the prior round. (Since delivery trucks only pick up tokens upon entering a tile, any tokens generated on a tile the delivery truck starts on can only be picked up when the truck re-enters that tile.)
-
Delivery trucks can never move diagonally to a tile with a single move (requires 2 steps), or move directly back to a tile it came from on the same turn (requires 4 steps at minimum to do a cycle and come back to the same tile).
-
If the delivery truck moves into a tile without any adjacent tiles available for movement, it ends its movement immediately, even if it still has additional movement points available. It will be able to move back in the direction it came from in the next round.
-
Delivery trucks must use all its movement points (1 + transportation bonus) or end on a square with no further movement possibilities. Delivery trucks cannot choose to end on a tile without exhausting its movement points unless it is on a tile where it has no more legal moves.
Obtain Income and Credit Card Rewards: Receive tax dollars from your citizens' work and earn credit card rewards
All players can undertake this phase simultaneously. Every player receives 4 + X silver coins, where X is the total income bonuses received from the meals and merchandise expense tracks. If a player's marker is in the middle of both the meals and merchandise expense tracks, they do not receive this bonus. Coins are considered unlimited, and if the supply of coins runs out during the game, please use other tokens or methods to track total income.
- Income bonus is only based on the sector a player's marker is currently in. Players will not receive income for previous sectors they had passed through.
- Credit Card Rewards: If a player has built a bank that turn, fill the vacant coin locations on the credit card with 3 silver coins and 1 gold coin. See Figure 9-1.
- If a player has built a second bank, then refill their vacant coin locations with 3 silver coins and 1 gold coin. However, if they have not used all of their silver coins, only fill the available vacant locations. Silver coins are limited by the number of vacant coin locations on their credit card. Since there are 2 vacant gold coin locations, a second gold coin can be added without having to use the first.
- Gold coins can be used to pay for 1 player action (i.e., buying one good, constructing one building, or inviting one VIP citizen) regardless of the actual cost in silver coins. See Figure 9-2. Unlike the silver coins on the credit card, gold coins can be saved for later use even after building a second bank.
Refill Goods Market and Pass Starting Player Marker
After all players have finished the previous phases, refill the goods market from the top of the goods supply. Refill the market so that the total goods tiles equals Player Count + 3. Next, place a randomly drawn citizen from the draw bag below each new goods tile.
After refilling the market, pass the starting player marker to the next player on the left (clockwise). That player will be the starting player for the next round, and will be the first to take a player action.
- Goods that were not purchased from the previous round will remain in the market. Please only add new goods until there are Player Count + 3 goods in the market.
- Please randomly draw 1 citizen at a time and ensure they are randomly placed next to the goods tile. Citizen and tile colors may or may not match since the citizens are randomly paired with the goods tile.
Game End and Scoring: Calculating your city's score
When there are insufficient tiles left to fill the market up to Player Count + 3 total tiles at the end of the round, place the remainder in the market and play the next round as the final round of the game. In the final round, begin final scoring immediately after the Move Delivery Truck Phase. The remaining coins and income will not be scored.
Players record their scores on the score sheet for the following four areas:
- Constructed buildings: score all constructed building tiles in the city as shown in the upper left corner (buildings still in the construction zone will not be scored).
- Diamonds: add 1 point for each diamond token collected by the delivery truck (uncollected diamonds still on the building tiles do not score).
- Expense tracks: add the score of each of your expense tracks based on which sector your marker is currently in.
- Garbage: deduct 1 point for every garbage token still on the building tiles.
The player with the highest score wins the game! You are the greatest mayor of all!
Strategic Advice
- Spend coins! Coins are worthless at the end of the game. So spend them every turn to construct buildings to gain points and coins for future investments!
- Plan construction! Your delivery truck has a limited range and can only travel in certain ways. So when you place buildings imagine how your truck would move through your city to earn the most rewards!
- Pick wisely! Don't forget about your expense track. Your final score includes progress along each one. So pick your goods wisely to secure the buildings and citizens you need to specialize or balance between tracks!
Example of a Single Round
John has already built 1 bank. He has 5 coins in available cash and his credit card has 3 silver and 1 gold coin. This example walks through John's turns during the Player Actions Phase.
- Turn 1: Purchases stationery (an orange / merchandise tile) and pays 3 coins from his available cash.
- Turn 2: Purchases lollipops (a pink / meals tile) and pays 2 coins from his credit card.
- Turn 3: Constructs a candy store (flips the pink lollipop tile over) and pays 2 silver coins from his available cash. Because the lower right corner shows a garbage symbol, he places a garbage token on the tile.
- Turn 4: Pays 1 gold coin to buy and construct a bank, placing it directly in his city along with 1 silver coin on its lower right corner.
- Move Delivery Truck Phase: Because John has not advanced his transportation track, his delivery truck will only move 1 space. He moves to a tile with a coin, picks it up, and puts it into his cash supply.
- Hire Citizens Phase: John passes on the following turn. After all players have passed, John places a pink citizen in his candy store and advances on the meals by moving his marker from the second sector to the third.
- Obtain Income and Credit Card Rewards Phase: John receives a base of 4 coins plus an additional 3 coins from his expense tracks as income. Since he constructed a bank this turn, he also refills the vacant silver coin locations (adds 2 silver coins) and earns another gold coin.
Counting the coin he picked up with the delivery truck, John now has 8 silver coins in cash, 3 silver coins on his credit card, AND 1 gold coin available to spend next turn.
