How does randomisation and food work in the Hungry Hamlet side quest?

Apply the scene's priority rules first, and if several areas still qualify, number them and roll the randomiser die. You may leave a food token in an empty zone, use food from the party box if you run out (and return it later), and a food token picked up by one hero can be placed by another on their turn.
