Yes. Actions joined by a right arrow must all be done in order, and if any part cannot be done (for example a blocked or guarded target), the skill cannot be used. The second part may not be used without the first, and a push must target the enemy that was hit. If the hit defeats it, the skill still works. Actions with no arrow between them are optional and can be split among targets.
