Overview
In Extra! Extra!, you are striving to fill the front, back, or center pages of your newspaper (depending on which scenario you play) with Stories you collect from the Editor's Desk. To claim a Story you must hand in a set of cards (your 'News cards') that match the number of copy (typewriter) and photo (camera) icons on the story you are claiming. In addition, all of the News cards must be in the same subject (i.e., the cards are the same color)—such as politics, home, sport, etc.
To obtain the resources you need to claim stories, you must place your reporters on the 'Newsdesk' area of the game board. There you can collect News cards from six cities: New York, London, Paris, Rome, Berlin, and Tokyo. There will be fierce competition from rival newspaper owners to get those stories! At the end of the game, the winner is the player who has the most Circulation Points (CPs).
The game board represents a newspaper office in San Francisco and is divided into three main areas: Sources, Operations, and the Editor's Desk
Example: Paul (purple player) has the Politics newspaper (player board). He wants to fill his newspaper with stories so that he can go to press. He places a reporter on the New York space and a reporter on the 2-size Story space (on the Editor's Desk). When his 1st reporter activates, Paul claims a purple Photo News card and a purple Copy News card.. When his 2nd reporter activates, Paul turns those News cards (1 copy & 1 photo) into a 2-size Story that requires 1 copy & 1 photo. He places the Story tile on his newspaper grid. It will be worth 3 'Circulation Points' at the end of the game.

Game Setup
Note: See page 15 for changes to Game Setup for 2 player and for 5-6 player games. The only difference between the 3-player and 4-player games is the number of players.

Place the three game boards (with the 2-4 player sides face up) in the middle of the table (left to right): Sources, Operations, Editor's Desk.

Shuffle the Story and Column tiles and then fill the following slots on the Editor's Desk:
- 1 Column (4-size, 4x1)
- 1 half-page Story (6-size, 2x3), 'A'-side up
- 2 third-page Stories (4-size, 2x2), 'A'-sides up
- 3 quarter-page Stories (3-size, 3x1), 'A'-sides up
- 3 sixth-page Stories (2-size, 2x1), 'A'-sides up
- 3 Classifieds: 1 each: crossword, cartoon, radio (1-size, 1x1)

Place the remaining Stories, 'A'-sides up where relevant, next to the game board, in separate draw piles, so that only one of each type is visible. Also place the Headlines, Columns, Ads, and Classifieds tiles next to the board.

Select a scenario and place the corresponding scenario card next to the board. Place the number of Gone to Press (Page Bonus) cards specified on the scenario card in descending order next to the game board (highest on top). Each scenario gives a different playing experience. For your first game, we recommend you play an introductory scenario. The scenarios are detailed on page 15 and on the scenario cards. The overall playtime of each scenario is indicated below.

Place bonus tokens and cards as indicated:
- Place 6 Extra! Extra! tokens on bonus spaces on the Operations board.
- Place 6 Speciality bonus tokens and the 4 Interview tiles on bonus spaces on the Operations board.
- Place 6 cuttings (tiles) — 3 copy (typewriter) & 3 photo (camera) — in the Morgue.
- Place the remaining cuttings, together with the money (bills), in separate piles next to the game board. Place the Stringer cards, next to the board.
Note: Once you feel comfortable with using the Editor's Desk spaces, you can stack all of the tiles on the board. Just divide each type of tile into roughly equal stacks and place the stacks on the appropriate places—the top tiles in each stack are available. Then when you take a tile you reveal the next tile. A revealed tile cannot be taken until the round after it is revealed. (This setup is called the Dallas Stack.)
Sequence of Play
The game is played over a number rounds, with each round divided into phases, as follows:
- Refresh the Newsdesk & Morgue
- Refresh the Newswire
- Sell News Cards (First Round Only)
- Collect Income/Pay Salaries
- Play Stringers
- Place Reporters
- Activate Reporters
- End Of Round
(Skip steps 2 and 5 in Scenarios 1 & 2)
Phase 1: Refresh the Newsdesk & Morgue
Draw cards equal to the number of players from each of the decks that are in play and place those cards along the Newsdesk edge of the board, each beneath the city indicated on the card.
Example: In a 4-player, non-introductory game, the starting Player draws 4 copy, 4 photo, and 4 feature cards. The first card from the Features deck is a Classifieds card from 'Paris', so he places it beneath the matching space (Paris) on the Newsdesk edge of the game board. He then places the remaining cards each beneath the appropriate city.
Add cuttings to the Morgue until you have 3 copy cuttings and 3 photo cuttings. If there are not enough cuttings of a type in the supply to refresh the morgue, add all that remain.
Phase 2: Refresh the Newswire
Note: Skip this phase in the Introductory scenarios.
Discard any cards in the last three slots of the Newswire (next to the Operations board). Shift each card in the first three slots exactly three slots along the row. Then draw a card from each of the 3 decks (copy, photo, and features) and place them in the first three slots.
Example: There are 5 cards in the Newswire slots at the beginning of phase 3 of a non-Introductory game. The starting player discards the 2 cards from the last 3 slots (on the right); shifts the cards in the first 3 slots to the last 3 slots; and then adds 3 new cards to the first 3 slots.
Phase 3: Sell News Cards (1st round only)
In the first round only: beginning with the starting player and proceeding clockwise, you may sell any number of cards (up to six) from your hand. You receive $100 for each card sold. Shuffle sold cards back into their appropriate draw decks—do NOT place them in the discard piles.
Example: At the start of the game, 3 of Brian's 6 cards match his speciality. He wants to have sufficient money to ensure he can claim a 3-size story. He therefore decides to sell his remaining three cards for $300. These cards are shuffled back into the draw decks (they are NOT placed in the discard piles).
Phase 4: Collect Income/Pay Salaries
You and each other player takes $400 as income. Then you pay a $100 salary for each of your reporters in your employ. If you have insufficient money to pay the salaries of any of your reporters, you must return those reporters to your supply. You must recruit such reporters again before they can be re-used.
Note: Each of your active reporters covers a bill on your player board to help you remember your income/salaries.
Example: Brian has 5 reporters and no money at the start of Phase 3. He only receives $400 as income, so he cannot afford to pay his 5th reporter. He must return that reporter to his supply and loses the benefits of his services.
Note: A reporter who is lost through not paying his salary may be re-employed by taking the Recruitment action.
Phase 5: Play Stringers
Note: Skip this phase in the Introductory scenarios.
Beginning with the starting player and proceeding clockwise around the table, you may discard at most 1 Stringer card to claim a News card from any city.
Example: At the start of the round, Yvonne has a Stringer. During Phase 1, 'Refresh the Newsdesk', a Sports Story that she wants is placed in Berlin. So, in Phase 5, she discards her Stringer to claim that card, adding it to her hand for possible use later in the round.
Note: There are 2 types of Stringer cards—both have the same effect when played. Stringers with green backs start in the Features deck and enter play just like any other Features card. Stringers with brown backs are placed in a supply next to the game board. Each player starts with a Stringer with a brown back.
Phase 6: Place Reporters
Beginning with the starting player and proceeding clockwise, each player in turn either:
- Places 1 reporter onto a space on the game board together with any fee you wish (see displacing a reporter below) OR
- Passes – but only if the player has no reporters left to place
You continue to place your reporters or pass until all players have passed consecutively (i.e., all players have placed all of their available reporters).
Note: Since reporters may be displaced from the game board (see below), it is common for players who have previously passed to be able to place reporters on later turns.
Note: Except for the Hire and Offhire spaces (see below), you do not receive the benefits of placing a reporter on a space until the next phase of the round.
You may not place a reporter on the Headline/Column space if you already have a Headline and a Column.
There are three types of spaces on the game board: uncontested, instant, and contested (see box below).
Spaces on the Game Board
Each orange rectangle on the game board is called a space. Each type of space has different colored border:
- Uncontested – vertical rectangle with dark green border
- Instant – horizontal rectangle with pale gray border
- Contested – square with pale blue border
Uncontested Space
You may always place one of your reporters on an uncontested space, even if another reporter is already on that space. Sales, advertising, and typesetting are all uncontested spaces. During Phase 7, activate the reporters one at a time starting with the start player and proceeding clockwise.
Instant Space
You may always place one of your reporters on an instant space, even if another reporter is already on that space. An instant space activates immediately when a reporter is placed on it. Hire and Offhire are both instant spaces.
Contested Space
A contested space can contain only 1 reporter and possibly a "fee" (i.e., money) to be paid if and when that reporter activates the space. You may place your reporter onto a contested space if:
- There is not already a reporter in that space OR
- You displace a reporter already in that space
Most of the spaces on the board are contested spaces.
Displacing a Reporter
To displace a reporter from a space, you must:
- Return the reporter and any fee on the space to its owner.
- Place a fee larger than the fee returned in step 1.
- Place one of your reporters on the space.
You may place a reporter onto an empty space with or without a fee. You may not increase the fee that you have placed on a space unless your reporter is displaced from that space—then you may place it on the same space again with a larger fee.
Example: Brian (blue) and Ruth (red) both have $100 each available to them. Brian places his reporter in London, which is empty. Ruth then places her reporter on the same space, together with a fee of $100, thereby displacing Brian's reporter (which is returned to him). On Brian's next turn, he cannot displace Ruth's reporter, because he only has $100 to pay a fee and therefore cannot overbid her. If Brian had $200 available to him, he would be able to take the space and both Ruth's reporter and her $100 fee would be returned to her.
Note: In order to secure your position, you may choose to pay a larger fee than necessary to displace any occupying reporter. You may also choose to pay a fee when occupying an empty space to discourage others from displacing you.
Phase 7: Activate Reporters
Reporters are activated one space at a time. Start with the Newsdeck spaces on the Sources board and activate reporters in the order indicated by the red arrows. See page 8-12 for details of each type of activation.

Phase 8: End of Round
Check whether the game end conditions have been met. If so, proceed to Game End on page 14. Otherwise, return your reporters to your player board and any money spent to the supply. Fill any empty slots on the Editor's Desk board—Stories, Headlines, Columns, and Classifieds tiles.
Activating Reporters
When a reporter activates, the effects of the reporter's space are immediately resolved. Then, any fee for that reporter is returned to the bank. The reporter is returned to its owner.
Sources
The Sources spaces affect the acquisition of News cards that are used to generate Stories and bonuses for those stories. The spaces in Sources are activated strictly in the following order:
1. Newsdesk
If one of your reporters activates a city space (New York, London, Paris, Rome, Berlin, or Tokyo), take all the cards beneath that city. Any unclaimed cards remain beneath unactivated city spaces, so that they are available in the next round. Cards beneath city spaces may be collected simultaneously.
Example: In a 4-player game, Brian (blue) has a reporter in New York and another in Berlin. He collects 5 cards: Headline/Column, Sports, and Business (from New York) AND Business, Home (from Berlin). Gayle (green) has a reporter in London and claims the Politics and Leisure cards there.
2. Morgue
If one of your reporters activates a morgue space, you claim cuttings ('half' copies and/or 'half' photos) from those available in the morgue each round. The number of cuttings taken is indicated on each space.
The spaces are activated in the following order:
- 1 cutting (5-6 players only)
- 2 cuttings
- 3 cuttings
Note: 'Morgue' is the name given to a newspaper's library of cuttings from old newspapers. The Newswire (see next page) represents companies such as Reuters, Associated Press, etc., who supply stories to newspapers.
Example: In a 4 player game, Gayle (green) has a reporter on the +2 Morgue space and Peter (purple) has a reporter in the +3 Morgue space. First, Gayle claims 2 copy cuttings. Then, leaving only 4 cuttings to choose from. Peter claims 1 copy and 2 photo cuttings.
3. Newswire (Ignore for Introductory Scenario)
If one of your reporters activates a Newswire space, you may discard a Newswire/Interview card from your hand AND take cards from the Newswire slots on the game board. The number of cards that may be taken is indicated on each Newswire space. The spaces are activated in the following order:
- 1 card (5-6 players only)
- 2 cards
- 3 cards
Example: In a 4-player game, Brian has a reporter on the first space in the Newswire. He discards a Newswire/Interview card and claims 1 Leisure and 1 Business card from the Newswire slots. He cannot claim any more cards, since he did not place his reporter on the other space of the Newswire.
Cuttings
Two cuttings of the same type may be used in lieu of a News card of that type when claiming a Story at the Editor's Desk. That is, 2 copy (typewriter) cuttings may replace a copy card; 2 photo (camera) cuttings may replace a photo card. Store your cuttings on the right side of your player board on your copy desk until they are needed.
Example: Brian wants to claim a 3-size Story requiring 1 photo and 2 copy cards. He claims the Story using 1 Home-copy card, 1 Home-photo card, with 2 copy cuttings substituting for the missing copy card.
Editor's Desk
All but one of the Editor's Desk spaces require you spend (i.e., discard) News cards and/or cuttings. In exchange, you can claim (i.e., take) Story and Story bonus tokens that can be placed on your newspaper (i.e., the grid on your player board). The spaces on the Editor's Desk are activated in the following order:
1. Typesetting
If one of your reporters activates the Typesetting space, you can move, re-orient, or turn over (from side A to B or vice versa) Story tiles on your newspaper or copy desk. This is the only way in which previously placed Story tiles may be re-arranged (see page 12).
Note: After you claim a Gone to Press (i.e. page completion) bonus, stories on that page may no longer be rearranged or moved.
2. Titles (Ignore for Introductory Scenario)
If one of your reporters activates the Titles space, you can spend cards to claim a Headline tile (size 1x3) OR a Column tile (size 4x1).
Headline
To claim a Headline tile, you must spend 3 cards from your hand. The 3 cards you spend must include:
- At least 1 Headline/Column card
- At least 1 News card matching your speciality
The third card can be:
- another Headline/Column card, OR
- another News card that matches your speciality
Note: Cuttings may not be used for Headlines.
After spending the appropriate cards, you may then claim the Headline for your speciality and place it on the area reserved for it on your newspaper.
Example: Gary has a reporter on the Headline/Column space. His newspaper's speciality is Home. He discards two Headline/Column cards and a Home-copy card, and claims a Headline tile (3-size, 1x3).
Note: You may spend your Copy Editor card to substitute for a News card that matches your speciality.
Column
To claim a Column tile, you must spend 4 cards from your hand. Three of those cards must match the copy/photo requirements for the Column card.
The cards that you spend must include:
- 1 Headline/Column card
- 3 News cards, each with a different speciality
- 2 copy cuttings may substitute for a copy News card
- 2 photo cuttings may substitute for a photo News card
- No more than 4 cutting may be used
After spending these cards, you may claim a Column tile. You may only play it in its specific 4x1 area of your newspaper.
Example: Brian has a reporter on the titles space and wants to claim a Column showing 1 photo and 2 copy icons. He discards 1 Headline/Column and 3 News cards (a Leisure-copy, a Business-photo, and a Home-copy) to claim the Column.
Note: You cannot complete your newspaper without a Headline. So, your Copy Editor card can be particularly helpful in claiming that Headline if you don't get the appropriate cards. However, Copy Editor cards are worth 3CPs at the end of the game if unused.
3. Stories
- A: 6-size (2x3 = 6)
- B: 4-size (2x2 = 4)
- C: 3-size (3x1 = 3)
- D: 2-size (2x1 = 2)
If one of your reporters activates a Story space, you may spend cards and cuttings to claim a Story and place it on your player board (see page 12).
The cards that you spend must meet these requirements:
- The News cards spent must all be in one speciality (i.e., of the same color)
- The mix of copy/photo icons on the News cards spent must match the icons on the Story tile being claimed
- The number of cards spent must match the space your reporter occupies AND the size of the Story tile you claim
- 2 copy cuttings may substitute for a copy News card
- 2 photo cuttings may substitute for a photo News card
- The number of cuttings used must not exceed the Story size
Example: Brian has a reporter on the 3-size Story space. He spends (discards) two Business News cards, each with a photo icon. So he claims the matching Story tile (2-size). He could, alternatively, have played a single photo News card and two photo cuttings to claim the Story.
Note: If you claim a Story using at least 2 News cards that match your speciality, you may claim a 3 CP bonus token (place it on top of that Story, for scoring at the end of the game). Once the supply of 3 CP speciality tokens is exhausted, this bonus is no longer available. (See page 13.)
Note: One of your reporters on a Story space allows you to claim a single Story of the matching size. However, if you have reporters on multiple Story spaces, you can claim multiple Stories—all of different sizes matching your reporters' spaces.
4. Interview (Ignore for Introductory Scenario)
If one of your reporters activates the Interview space, you may spend Newswire/Interview cards to claim an Interview Bonus token from the supply and immediately place it on a Story tile on your newspaper.
The size of a Story tile must match the number of Newswire/Interview cards you spend.
An Interview token doubles the score, at the end of the game, of the Story on which it is placed.
Example: Graham has a reporter on the Interview space and already has a 3-size Story on his newspaper. He spends 3 Interview cards and places an Interview token on top of his 3-size Story. At the end of the game, he will score 12 CPs for that Story instead of the normal 6 CPs.
5. Late Breaking Story (Ignore for Intro. Scenario)
If one of your reporters activates a Late Breaking Story space, you may resolve the effects of any space with a "down-turned corner" as if your reporter were on that space. You must spend the appropriate cards/cuttings for the chosen space to claim the action, using the rules given above.
Note: Stories are not replenished until the beginning of the next round. So, if you use Late Breaking Story you have less choice in which Stories you may claim.
6. Classifieds
If one of your reporters activates a Classifieds space, you may spend up to 2 Classifieds cards to claim up to 2 matching tiles.
The spaces are activated in the following order:
- Take 1 classifieds tile (5-6 players only)
- Take 2 classifieds tiles
Note: Only 1 each of the 3 types of Classifieds tiles (Crossword, Radio, or Cartoons) is available each round.
Note: The order in which Classifieds tiles are claimed can be important in acquiring Gone to Press bonuses. Cuttings may not be used to claim Classifieds.
Example: Brian has a reporter on the first Classifieds space and Yvonne has one on the second space. Brian spends a Crossword card to claim a Crossword tile. He has a 2nd Crossword card, but only 1 of each type is available each round. Yvonne spends a Cartoon card and a Radio card to claim the remaining two tiles.
Operations
The spaces on the Operations board are activated in the following order:
1. Advertising
If one of your reporters activates the Advertising space, you may claim an advertisement tile and you receive money.
- You must immediately place the ad tile on a page in your newspaper.
- You receive $100 for a 1-size ad, $200 for a 2-size ad, and $300 for a 3-size ad.
- You may claim only 1 of each sized ad throughout the whole game.
- If multiple reporters are on Advertising, activate them one at a time beginning with the start player and proceeding clockwise.
Note: Advertisements do not score Circulation Points at the end of the game. Players may place more than one reporter on the Advertising space, in order to take more than one ad.
Example: Graham has one reporter on the Advertising space. He takes a 2-size ad from the supply and adds it to his front page. He receives $200.
2. Sales
If one of your reporters activates the Sales space, you may sell up to 3 cards from your hand. You receive $100 for each card sold. If you have more than one reporter on the Sales space, you may sell up to 3 cards per reporter.
3. Recruitment
If one of your reporters activates a Recruitment space, you may claim an additional reporter. You take 1 of your reporters from your supply—it will be available in later rounds. You may employ a maximum of five reporters.
Note: You must pay a salary of $100 to each reporter you have available at the start of each round.
4. Hire
If one of your reporters activates the Hire space, you may claim a Stringer card (with a brown back). Stringers remain in your hand until played.
Note: You may not place a reporter on the Hire space if there are no available Stringer cards.
5. Offhire
If one of your reporters activates the Offhire space, you may immediately claim $100. You may spend this money in the same round that you acquire it.
Placing Tiles
Tiles that fill squares on the newspaper grid on your player board include: Stories, Classifieds, Headlines, Columns, and Ads. Tokens that are placed on top of these tiles to give bonus CPs include: Extra! Extra!, Speciality, and Interview tokens.
A. Stories
Whenever you claim a Story tile, you must immediately place it in one of two places:
- An empty group of squares on one page of the newspaper grid on your player board (with its 'A' side facing upwards), OR
- Your copy desk (beside your player board)
Once placed, a tile may only be moved or re-oriented by one of your reporters activating the Typesetting space (see page 10).
When you place a tile on your newspaper it must not 'overhang' the edges of the page, lay on top of other tiles, or occupy any of the allocated Headline squares (it may however, occupy allocated Column squares). The tile must also be oriented so that the letter 'A' or 'B' is upright (i.e., not lying on its side or upside down). If necessary, you may move a tile (but NOT an advertisement) to your Copy Desk to make space for a new tile. Any bonus tokens on the displaced tile are lost and your score reduced accordingly. The displaced tile will score no circulation points while it remains on your Copy Desk.
Your copy desk is a 'holding area' for Stories that you can't immediately place onto your newspaper. You can only move stories from your copy desk to your newspaper when one of your reporters activates the Typesetting space (see page 10).
B. Ads
When you take an Advertisement, you must immediately place it (either side up) on your newspaper, with the value of the Ad upright. The Ad may NOT be placed on the Copy Desk but otherwise follows the rules for placing a Story.
C. Headlines (Ignore for Scenarios 1, 3, and 4)
When you add a Headline to your newspaper, you must place it on the squares reserved for it at the top of your newspaper (3 squares shaded grey). Your newspaper may have, at most, one Headline. A newspaper is not complete until it has a Headline.
D. Columns (Ignore for Introductory Scenario)
When you add a Column to your newspaper, you must place it on the squares reserved for it on the right side of your newspaper (4 squares shaded grey). Each newspaper may have, at most, one Column. A newspaper does not need a Column to be complete, so you may place other tiles on those 4 squares if you wish. However, if you do, you cannot then place a column in another place on your paper.
E. Gone to Press Bonus Cards (Ignore for Introductory Scenario)
When you completely fill a page of your newspaper, you may claim the largest value Gone to Press bonus card that is still available. A page is completely filled when all the squares in it—including the Headline spaces (if present)—are occupied by Stories, Headlines, Columns, Classifieds, or Ads.
F. Extra! Extra! Bonus Tokens (Ignore for Introductory Scenario)
In order to claim an Extra! Extra! Bonus token, you must play an 'Extra! Extra!' card that matches the Story's type when you claim and place a Story tile. Also, there must be a matching Extra! Extra! token left in the supply. When you claim it, place it on top of the Story tile just claimed. Extra! Extra! tokens increase the Story's value at the end of the game (see page 14).
Note: There are 1 or 2 Extra! Extra! tokens for each Story speciality (based on the scenario and number of players). One of the two specialities on the Extra! Extra! card must match the speciality of the cards used to claim the Story.
G. Speciality Bonus Tokens (Ignore for Introductory Scenario)
If you claim a Story using at least 2 News cards that match your speciality, you may claim a 3 CP Speciality bonus token to place on top of that Story, for scoring at the end of the game. Once the supply of Speciality Bonus tokens is exhausted, this bonus is no longer available.
Example: Ruth claims a 2-page Story with 2 Business cards. She then plays an Extra! Extra! card, half of which shows Business. She claims the Extra! Extra! token for Business and puts it on top of the newly claimed Story. Since the Story claimed matches her speciality and she spent 2 News cards to claim it, she also places a Speciality Bonus token (worth 3 CPs) on the Story tile. So, the Story scores her 9 CPs in total: 3 CPs each for the Story, the Extra! Extra! bonus, and the Speciality bonus.
H. Copy Editor Cards (Ignore for Intro. Scenario)
You begin the game with a Copy Editor card that matches the speciality (type) of your newspaper. You may use your Copy Editor card to substitute for a (copy or photo) News card in your newspaper's speciality (i.e. Home, Leisure, etc.). In effect, your Copy Editor card serves as a wild card.
Your Copy Editor card is worth 3 CPs at the end of the game, if it has not been spent.
Example: Brian wants to claim a Headline for his Leisure newspaper, but he only has a single Headline/Column card and a single Leisure card in his hand. He discards his Copy Editor card so that he meets the requirement for claiming the Headline. The Headline will score him 6 Circulation Points (CPs) at the end of the game, but the use of his Copy Editor card will cost him 3 CPs.
Discard Piles
Each draw deck has a discard pile (copy, photo, and feature). When you discard, spend, or sell a card (at the Sales space), place it face up on its matching discard pile. When a draw deck is empty, shuffle the cards in the matching discard pile to create a new draw deck. You may look through the discard piles at any time (but not through the draw decks).
End of Round
At the end of each round check whether the game end condition has been met (see 'GAME END'). If not, pass the Starting Player card to the next player (clockwise around the table). Return your reporters to your player board and any money spent to the supply. If you have more than 14 cards in your hand, you must discard the excess. Copy Editor and Stringer cards count towards the 14 card hand limit (but Gone to Press bonus cards do not).
Fill any empty slots on the Editor's Desk—Stories, Headlines, Columns, and Classifieds tiles. If the 3-size Story tiles do not have at least 1 landscape and 1 portrait tile, redraw the last tile. Do the same for the 2-size Story tiles. Return any tiles drawn but not placed to the bottom of their respective stacks.
Game End
The game ends at the end of a round when you and/or other players have filled the relevant pages of your newspaper:
- Front-page or Center-spread (single page) scenarios – The game ends when at least one player has filled the (single) page of his/her newspaper.
- Cover-page (2 page) scenarios – The game ends when at least one player has filled both pages of his/her newspaper.
You win if you have the most Circulation Points (CPs). In the case of a tie, the tied player with the most money wins. Otherwise the tied players share the victory.

Each of your tiles directly on the grid of your newspaper scores the number of CPs shown in the center of the tile:

The 2-Player Game
During setup of a 2-player game, place a reporter belonging to an unused newspaper in the following spaces on the 2-4 player side of the game boards:
- The +2 space in the Morgue (on the Sources board)
- The +2 space in the Newswire (on the Sources board)
- One of the Recruitment spaces (on the Operations board)
You may not place your reporters on these spaces.
The 5- & 6-Player Games
During setup of a 5 or 6-player game, place the game boards with the 5-6 player sides face up. Also, place 12 (instead of 6) Extra! Extra! tokens, on bonus spaces on the Operations board.

There are 9 scenarios in Extra! Extra! Your experience, the number of players, and your desired playing time and complexity should guide your selection.
1) Intro: Single Page
For your first game, we recommend you play this scenario. This scenario rewards you if you can complete your newspaper in the fastest possible time.
Not Used: Features deck, Headline tiles, Column tiles, Interview tiles, Extra! Extra! tokens, Late Breaking Story. Place a Interview tile on each of the following spaces to indicate they cannot be used: Newswire, Titles, Interview, and Late Breaking Story.
Pages: 1 page, 12 squares (4x3)
Special: Use the Headline squares on your newspaper grid as if they were normal squares. Note: For a longer game, use the 15 square, Berliner-sized newspaper (5x3).
2) Long Intro: Double Page
This scenario is similar to scenario 1, except that it uses the center-page board.
