Components

The game consists of one board, 5 tokens, 32 houses, 12 hotels, 2 dice, 2 sets of 16 "Chance" cards, 28 "Title Deed" cards ("Akty własności"), and approximately 230 banknotes.

The "Chance" cards are placed face down on the marked spaces in the centre of the board (the colour of each space corresponds to the colour of the "Chance" cards).

The game is played by 3 to 6 players. One of the players acts as the banker. If the banker takes part in the game as a buyer, he must not keep his own cash together with the bank's capital.

Setup

Before the game proper, the banker pays each player 3,000 $ in the following denominations:

  • 1 banknote of 1,000 $
  • 2 banknotes of 500 $
  • 6 banknotes of 100 $
  • 4 banknotes of 50 $
  • 5 banknotes of 20 $
  • 8 banknotes of 10 $
  • 4 banknotes of 5 $

The remaining banknotes and the "Title Deed" cards stay with the bank.

The banker, using the plastic tray, distributes the banknotes into the compartments designed for this purpose.

All valuable objects are sold by the bank, in accordance with the rules of the game. When a player acquires real estate, i.e. building plots, railway lines, waterworks or power plants, he receives a "Title Deed" on which the price and further information about rent payments, building values, etc. are specified.

Rules of the Game

Each player chooses one token. The game is started by the player who rolled the highest total with the dice. The following players then take their turns clockwise, moving their token in the direction shown by the arrow (starting from "Start") by a number of spaces equal to the sum of the dice.

If a token lands on a building plot that has not yet been purchased, the player may buy it by paying the corresponding amount to the bank. The "Title Deed" he receives is placed face up in front of him. The same rule applies when a token lands on a railway line, a waterworks or a power plant.

If a player who has landed on an unpurchased building plot decides not to buy it, the banker is obliged to sell that property at an auction for any price. The auction's starting price is half of the value given on the "Title Deed". A player who earlier declined to buy the property being auctioned may also take part in the auction.

To speed up the game, before it starts the banker may, after shuffling, deal each player two "Title Deed" cards from the bank, which the players must then buy for the price stated on them.

When a token lands on a space marked with a question mark, the player draws a "Chance" card from the set whose colour matches that of the question mark. After following the instruction on the card, the card is put back at the bottom of the pile, face down.

If a token stops on a property belonging to another player, the player must pay the owner the amount stated on the "Title Deed" as a rent payment (provided the owner claims it). If the next player has already begun rolling the dice and the owner has not collected the rent, the rent is cancelled. A property mortgaged to the bank cannot be charged rent by its owner. The rent is doubled if the player collecting it owns all the building plots in that country.

A player who rolls "doubles" (the same number on both dice, e.g. 3 and 3) rolls again and moves his token by (ATTENTION!) the sum of the two rolls. However, if he rolls doubles again, he goes to Jail (space no. 11). The same happens to a player whose token stops on the space "Go to Jail" or who draws a "Chance" card with the instruction "Go to Jail". A player in Jail skips two turns, losing the right to buy and sell property and to collect rent. If he wants to leave Jail earlier, he must pay a fine of 100 $ and roll doubles. If the attempt to roll doubles fails, the player pays a fine of 400 $ (i.e. in this case he pays a further 300 $) and leaves Jail. A player whose token is placed on the Jail space (space no. 11) or passes through it is treated as a visitor, to whom the temporary exclusion from the game does not apply.

Each time a player passes over or lands on "Start", he is rewarded with 400 $ paid by the bank, unless he "goes to jail".

The space "Guarded Parking" is treated as an additional space that cannot be purchased. A player whose token is on this space pays 400 $ to the bank. The space "Wealth Tax" is treated similarly, and the player pays 200 $ to the bank.

Space no. 21, "Free Parking", functions in the game as a space that brings neither profit nor loss.

When all the building plots of one country are in the hands of one player, he has the right to buy, from the bank and immediately before his turn, a house or houses. In each round a player may buy at most 3 houses, placing one house each time on a plot in that city. A second house may be placed only on condition that the player owns one house in each city of that country. One city may be built up with at most 4 houses. The third and fourth houses are placed in accordance with the rule of proportional building. If houses are temporarily unavailable, the interested players wait until they are returned to the bank. Once all the cities of one country already have 4 houses each, their owner may buy a hotel. For example, to buy a hotel in Madrid, the 4 houses in that city are returned to the bank, plus the additional payment stated on the "Title Deed". In each circuit of the board a player may buy at most 3 hotels. Only 1 hotel may stand in one city.

Buildings are sold and bought back only by the bank. Before his turn to roll, a player may sell to another player, for any agreed price, unbuilt (!) city plots, provided that no house or hotel stands on any building plot the seller owns. Before the transaction, the buildings on those plots must be sold to the bank, which pays:

a) for houses: half of their value; b) for a hotel: half the value of 4 houses plus half of the hotel surcharge.

Only the bank is authorised to grant a loan secured by a mortgage on a plot (the amount of the mortgage debt is stated on the reverse of each "Title Deed"). Houses and hotels that cannot serve as security for a loan must be sold to the bank before the plot is mortgaged, on the conditions set out above. When the loan is repaid to the bank, the borrower also pays an amount equal to 10% of the value of the loan. If suitable denominations are not available, the interest amount (10%) is always rounded to the bank's disadvantage. Mortgaging a plot causes its "Title Deed" to be turned over.

When a player acquires property burdened with a mortgage debt, the buyer may immediately pay the bank the mortgage amount plus 10% interest, or he may postpone repaying the debt for a time, paying the bank only the 10% interest for now. When the debt is repaid later, the player again pays 10% interest.

A player who cannot settle his obligations to another player entirely in cash may pay partly in cash and partly with his properties (building plots, railway lines, the power plant, waterworks), the values of which are agreed between the interested parties.

A player who is insolvent towards another player (has nothing to pay with) retires from the game and hands his property over to the creditor. Houses and hotels are bought back by the bank at half price, and cash is paid to the creditor.

If a player becomes insolvent towards the bank (despite selling his buildings and taking out loans), i.e. he cannot pay taxes or fines, his property is taken over by the bank, which sells the building plots by auction. Houses and hotels are not auctioned.

It is forbidden to help other players in enforcing their claims. It is also forbidden to lend other players cash, property or buildings.

All transactions, payments and fines must be paid immediately.

The game ends when only one player remains on the board, or when the playing time agreed before the start of the game expires. In the second case the players calculate their wealth, that is:

  • cash;
  • the value of unmortgaged building plots (cities), the power plant, railway lines and waterworks;
  • half (!) of the value of mortgaged properties;
  • the value of houses and hotels.

The player with the largest fortune wins.
