A Delayed investigator cannot take actions: in the Action Phase he stands his token up and is no longer Delayed. He still resolves his encounter. Becoming Delayed in the Encounter or Mythos Phase costs your next Action Phase, and a delay taken during the Action Phase ends that phase's remaining actions.
