When does Mark Harrigan's passive ability stop him becoming Delayed?

Only when he does not choose it. If he chooses Delayed to pay for an effect ("may become Delayed to...") or as one side of an "or", he is Delayed. If an effect says "become Delayed" without a choice, or "become Delayed unless X", or the Lead Investigator or group picks him, he is not.
