In what order are income, upkeep and production handled in the Upkeep Phase?

First you may use remaining Colony Ships. Then compare your Money income to your Influence cost, adding the difference (or subtracting a deficit) to your Money Storage. Only afterwards do you collect Science and Materials, so you cannot spend that production on this round's upkeep.
