Trading is free and can be done at any time, even in the Upkeep Phase to pay a bill. Hand in 2 units of one resource type to get 1 of another, not mixed resources. Terrans trade 2:1, most aliens 3:1 and the Orion Hegemony 4:1. It only moves your Storage markers, never Population Cubes.
