Can I fulfil a Distortion tile with a Reaction, and when must I do it?

Yes. When a Distortion tile asks you to fulfil it by spending an action, you can use a Reaction instead. Players add that it must be fulfilled on your turn during the round the tile was placed, before the action it applies to, so you cannot do it right before passing.
