When may I remove Influence Discs in the Upkeep Phase, and must I trade resources first?
The rulebook and the designer's FAQ say trading is optional; one thread claimed trading is mandatory.
Only when your income plus Money storage cannot cover the upkeep. You may either trade Science or Materials for Money or give up hexes, whichever you prefer, repeating until the balance is covered. Remove discs one at a time and stop as soon as it balances; recalculate after each, and keep leftover Money.
