How can I take a Population Cube back off a hex?
The rulebook and the publisher say removal of cubes only comes with the disc.

Only by removing your Influence Disc from that hex (an Influence action, or bankruptcy), which returns all its cubes to the tracks. They are not Graveyard cubes. You can then re-place the disc, putting grey-square cubes on a different track.
