The Exiles can build only one Orbital per hex; the designer confirmed it. Players explain this as the Orbital only counting as a ship once it holds the Exiles' cube, so a populated Orbital blocks building a second; some players disagree. Their starting resources are 3 Money, 2 Science and 4 Materials.
