When your ships enter or leave a hex containing other parties' ships (including Ancients and Starbases), you must leave one ship per opposing ship behind. Count all opposing ships, whoever owns them. You choose which of your ships stay pinned, and spare ships may move on. Building ships into an enemy hex pins them, and pinning does not depend on who arrived first.
