In what order are things resolved at the end of the Combat Phase?

Battles come first, in descending hex order. After that the publisher said the remaining end-of-combat steps barely matter in practice, but the order they confirmed is: attacks on population, removal of discs from hexes where an enemy ship sits with no population cubes left, then placing new discs in descending hex order (claiming any Discovery tile), and finally leftover Colony Ships, which technically activate at the start of Upkeep. Control of a hex changes only after all battles, never during one.
