Can Ancient Homeworld hexes be shuffled into the sector stacks?
A single thread describes it as common practice; no official ruling.

The rulebook is vague on this. One experienced group reports always placing a few Ancient Homeworld hexes on empty starting spots and shuffling the rest into the sector stacks, but that is one player's practice, not a confirmed rule.
