Can I perform a test on a card in another Ranger's within-reach area?
The rulebook allows tests on any card in play except in other player areas.

Yes. Only another Ranger's player area is off limits. You take fatigue from the cards within your own reach, and while you interact with that card, the ready cards in that Ranger's reach count as active for challenge effects.
