Do you have to swap both copies of a duplicated card when you swap at camp?

No. When camping you may add up to two copies of a reward you have unlocked, so swapping just one is fine, and another Ranger can take the other copy. For each reward added you must remove a non-malady card; a removed reward returns to the collection, while a removed starting card is set aside and can be swapped back at any camp.
