What happens to Next Ranger instructions in solo play or when there are more of them than Rangers?

Ignore them. Arrival setup lets the lead Ranger resolve the first instruction and each following Ranger resolve the next one; once every Ranger has resolved one, any remaining instructions are skipped. So a solo player resolves only the lead Ranger line, and a larger group resolves only as many as there are Rangers.
