When I search or scout a deck, who chooses the card?

You choose, unless the effect says otherwise (random, or 'the next' matching card, taken from the top down). When you search for a path card, it goes into play; for a Ranger card it goes to your hand. Shuffle the deck you searched afterwards. If several targets are valid for an 'another active' effect, you pick.
