When is the challenge deck reshuffled?
The rulebook gives the rule and the designer confirmed the timing.

After resolving the test, if a challenge card showing the reshuffle icon went to the discard, shuffle the challenge discard back into the deck. The reshuffle comes after the rest of the test, including a scout.
