Does every Ranger draw a path card each round, even if nobody does anything?

Yes. In phase 1, starting with the lead Ranger, each Ranger draws one path card, whether or not anyone takes a test. There is no action that lets you draw extra path cards; extras come from locations, specific cards, or scouting.
