Do Moments from the path deck trigger effects that say 'when you play a moment'?

No. A path Moment is resolved when drawn or put into play from the path deck; it is not played and never enters play, so effects keyed to playing a Moment ignore it. Only Moments from a Ranger's own deck are played.
