Do I have to finish Lure of the Valley before Legacy of the Ancestors, and can I bring my Rangers?

No finish is required. The sequel assumes the first campaign's events happened: you can bring your existing Rangers and campaign log, build new Rangers, or use the rewards the expansion provides to fill the gaps. It works whatever ending you reached, and everyone has access to the same rewards for swapping.
