Can I commit cards or energy to another Ranger's test?
The rulebook says other effects and Ranger tokens can add effort; several players agree that other cards normally cannot be committed to another Ranger's test.

Not by default. Only cards that say so, for example some gear or personality cards, can add effort to another Ranger's test. The exception is a Ranger token: each other Ranger's token on a card you are interacting with adds one effort to your test.
