Can a Wizard, Dragon or Warrior use a Worker-icon action or a Dwell action?
The rulebook states this plainly.

Yes for Tableau actions. If the icon is a Worker, any Unit can be placed on it. A Dragon, Wizard or Warrior icon needs that specific Unit. The same holds for Realm actions: any Unit can gain Treasure or use Ruins. Dwelling-building still needs one of your Workers in an Elemental Realm to convert.
