How does the Ratlings' Dragon take another Realm's action?

The Ratlings' Dragon is placed in one Realm but carries out the action of a neighbouring Realm. What matters is whether you can perform the action for your placement. Taking a Treasure token or resource counts as the action of an Elemental Realm.
