How do Quests work: when do they complete and are they spent?
Several community posts agree, and the rulebook says each quest card states when it can be used.

A Quest is played as a Free Action once you meet its condition while holding it; it does not complete automatically, and a condition met before you drew it does not count. You do not spend the resources, and a completed Quest is kept (tucked under your tray), not counted in your hand or as a resource.
