Objective and Course of the Game
Corruptia is played in turns. On each turn the Senators propose Bills that, after being discussed, must be voted on. Only the Bills that are approved will become part of the cards on the table and, depending on the number of adjacent cards and the number of Public Officials or Cronies they have, the value of each department will be defined (environment, economy, defense, culture and education).
The objective of each participant is to obtain the greatest number of points possible. Points are obtained in two different ways:
- Each of the Bill Cards you hold in your hand at the end of the game gives you points according to the value of its department. The value of each department increases the more cards of the same type are adjacent on the table and the more Public Officials or Cronies they have.
- By obtaining Citizen Support Tokens or keeping Cronies. Each Citizen Support Token or Crony you have at the end of the game gives you 5 points.
Calculation of the final score*
- The number of cards in your hand of each department is multiplied by the value of the department.
- Each Citizen Support Token is worth 5 points.
- Each Crony in the reserve is worth 5 points.
Final score = (1) + (2) + (2).

Game Setup
- Shuffle the Bill Cards. Remove the number of cards indicated in the table according to the number of participants.

Return the removed cards to the box without looking at them, since they will not be used in the game. With the remaining Bill Cards form a pile and place it in the centre of the table.
Structure of a Bill Card: the card shows, from top to bottom, the Job Positions (puestos de trabajo) along the top (the budget), the Department and Project, the Interview Zone (zona de entrevistas), and the Income Expectation (expectativa de renta).
- Reveal the first three Bill Cards of the pile and place them as shown in the setup image (one on top, two below it, forming a triangle). The three initial Bill Cards must be of different departments and have different income expectations. If these conditions are not met, replace the last card placed with the first card of the pile, until there are three Bill Cards that meet the conditions.
Examples:
- Incorrect: initial Bill Cards with two cards of the same department.
- Incorrect: initial Bill Cards with two cards with the same income expectation.
- Correct: they are different departments and have different income expectations.
- Place six Public Officials on each initial Bill Card.
- Each participant takes a Senator Board of their choice and places it in front of them on the side they prefer. The board indicates the political party each participant will represent during the game.
- Deal each participant one Blackmail Card of the political parties of their opponents. Each player must start the game with Blackmail Cards of all the political parties in play, except their own. Return the remaining Blackmail Cards to the box, since they will not be used during the game.
- Give each participant three Cronies. These must be placed on the Senator Board, forming their reserve of Cronies. If there are Cronies left over, put them in the box, since they will not be used during the game.
- Leave the Citizen Support Tokens and the People's Die in the centre of the table.
- Deal three Bill Cards to each Senator. These will form their initial hand.
- Form the discard zone by placing face up as many Bill Cards as there are participants in the game.
- To choose the starting player, the players must discuss who has the most influential contact or most impressive "pituto" (connection) in real life. Once chosen, give them the Presidential Token.
Turn Sequence
The game is played over five identical rounds. In each round the Senators have one turn each, starting with the player who has the Presidential Token and continuing clockwise.
Start of the Round
At the start of each round, the player holding the Presidential Token deals two Bill Cards from the pile to each participant, including themselves. They must then reveal three Bills from the pile and place them face up in the discard zone.
Turns
Each turn has five phases.
Phase 1: Roll the People's Die
The player whose turn it is rolls the People's Die to determine the preference of the people during that turn. The department shown by the die will influence Public Opinion (see Phase 5). If the side with an R comes up, it means that there will be a revolution that turn (see Phase 5).
Phase 2: Propose a Bill Card
The player whose turn it is must propose a Bill from their hand, of any department, and position it on the table next to the other cards. New Bills must always be positioned interlocked (as if it were a brick wall).
Example: Bill Card proposed incorrectly: it is not interlocked. Bill Card proposed correctly: it is interlocked.
In addition, they must propose three workers (whether Public Officials or Cronies) to work on their Bill. To do this they must respect the following rules:
a) The proposed Public Officials must come from the Bills adjacent to the proposed card. The Income Expectations of the cards they come from must be equal to the budget of the proposed Bill. When Public Officials are proposed, they must be positioned in the interview zone of the cards on which they are located.
Example: The player proposes a new culture Bill. Its budget indicates that it requires two Public Officials with an income expectation of $3 and one of $1. The player proposes to use two Public Officials of the culture Bill and one of the economy Bill, both adjacent to the newly positioned Bill. To do so they place the Public Officials in the "interview zone" of each Bill.
b) If the player prefers, or has no other option, they can use one or more of the Cronies from their reserve. These must be positioned in the interview zone of the proposed Bill. They work as wild cards, since they have no income expectation, but if the Bill is approved they can no longer be moved from it.
Example: The player proposes a new culture Bill. Instead of moving the Public Official of the economy Bill, they propose to use two of the culture Bill and one Crony from their reserve.
Phase 3: Negotiate
In this phase the Senators can discuss the proposal of the participant whose turn it is, and negotiate their position for the vote (see Phase 4). The proposal can be asked to change: which Bill Card was placed, where it was placed, or the origin of the proposed Public Officials. It can also be negotiated whether or not the proposal will be supported in the vote (see Phase 4). Participants can offer any element of the game (Cronies, Citizen Support Tokens or Blackmail Cards) to reach agreements, except the Bill Cards that the participants hold in their hand.
Finally, in this phase each participant can use one or more of their Blackmail Cards to pressure the rest to vote YES or NO in the vote (see Phase 4). However, a Senator cannot receive more than one Blackmail Card in the same turn. Nor can anyone be blackmailed who has no Citizen Support Tokens.
Phase 4: Vote and Resolve
All participants place one of their fists in the centre and reveal their vote at the same time on the count of three.
There are three options:
- YES vote (thumb up): Approves the proposed Bill.
- NO vote (thumb down): Rejects the proposed Bill.
- Absent (hand flat/waving): Abstains from the vote. Only those who have Citizen Support Tokens can be absent.
According to the votes of the Senators present, the vote is resolved as follows:
- YES majority: The Bill Card is approved and is incorporated into the cards on the table in the way it was proposed. The Public Officials and/or Cronies are moved to their new jobs.
- NO majority: The Bill Card is rejected and goes to the discard zone. Return the Public Officials to their original Bills. If the proposal included Cronies, these must return to the reserve of whoever offered them.
- Tie: The player who has the Presidential Token must toss it in the air. Chance will determine whether the Bill is approved or rejected.
Example 1: The player proposes a new culture Bill, using two Public Officials of the culture Bill adjacent to their card and one of the economy Bill adjacent to their card (in the interview zone). Example 2: The player proposes a new culture Bill, using two Public Officials of the adjacent culture Bill and one Crony.
YES majority resolution (example 1): The three Public Workers move to the job positions of the new culture card. (example 2): The two Public Workers and the Crony move to the job positions of the new culture card.
NO majority resolution (example 1): The three Public Workers move back to their previous job positions and the proposed card moves to the discard zone. (example 2): The two Public Workers move back to their previous job positions, the proposed card moves to the discard zone and the Crony returns to the reserve of whoever offered it.
Phase 5: Public Opinion
In this phase each participant may gain or lose Citizen Support Tokens according to their actions during the vote (Phase 4).
Gain one Citizen Support Token: a) Each participant who voted YES on a Bill of the department indicated by the People's Die in Phase 1. b) Each participant who voted NO on any type of Bill in a revolution (R on the People's Die).
Lose one Citizen Support Token: a) Each participant who did not obey a blackmail, since public opinion learns of the compromising situation. b) Each participant who was absent from a vote. They may, in turn, discard face up a Bill Card from their hand and draw another from the discard zone of their choice.
(The illustrations beside this phase show Citizen Support Tokens: a plain token for the gains and a token marked "x3" for the losses. In the printed scoring example some tokens are marked "x1" and "x3", i.e. a token can stand for several Citizen Support points.)
Finally, remove from the game the Blackmail Cards that were used (regardless of whether the blackmail was effective or not).
The turn passes to the participant on the left, who begins the new turn by rolling the People's Die (Phase 1).
Special cases:
- If more than one participant was absent in the vote, they will draw Bill Cards from the discard zone following turn order.
- If a Senator is absent and also fails to comply with a blackmail, they lose two Citizen Support Tokens. If they have only one Citizen Support Token, they will lose only that token.
End of the Round
Once everyone has taken their turn, the round is over. If the round just finished is round 1, 2, 3 or 4, the player who has the Presidential Token must hand it to the participant on their left, starting a new round. If round 5 has ended, proceed to the final scoring.
Summary (inside front cover)
Start of the round. The starting participant receives the Presidential Token, deals two Bill Cards from the pile to each participant and discards three Bill Cards to the discard zone.
Turns. Each participant takes one turn per round, starting with the starting player and continuing clockwise. Each turn consists of the following phases:
- Phase 1: Roll the People's Die.
- Phase 2: Propose a Bill Card.
- The Senator whose turn it is must choose a Bill Card from their hand and place it in an allowed place on the table.
- Then they must propose three Cronies and/or Public Officials that have the required income expectation and are on adjacent cards, placing them in their respective interview zones.
- Phase 3: Negotiate.
- Phase 4: Vote and resolve.
- The Senators simultaneously indicate their preference: YES (thumb up), NO (thumb down) or ABSENT (hand).
- If the proposal is approved, place the Bill Card where it was proposed and move the Public Officials and Cronies to their new jobs.
- If the proposal is rejected, take the Bill Card to the discard zone and return the Public Officials and Cronies involved to their previous positions.
- If there is a tie, toss the Presidential Token.
- Phase 5: Public opinion.

End of the round. When all Senators have taken their turn, the Presidential Token must pass to the participant on the left, who will play first in the new round. Play continues from the Start of the Round. The game ends after five rounds, at which point the score is calculated. The Senator who gets the most points is the winner.
Scoring and End of the Game
Once round 5 ends, the game ends and the scores must be noted on the Score Pad.
To find out how many points each participant obtained, the following calculation is made:
(Cards in hand x Value of the department) + (Citizen Support x 5) + (Cronies x 5)
Score of the cards in hand: At the end of the game each Senator must have eight Bill Cards in their hand. The points each one gives will depend on the value its department has in the cards on the table.
Value of the department: To find the value of the departments, count the number of adjacent Bills of the same department on the table and multiply that quantity by the number of workers (Public Officials and Cronies) on them.
If there is more than one block of adjacent cards of the same department on the table, the value of each block must be calculated and then added together.
Citizen Support: Each Citizen Support Token is worth 5 points.
Cronies: Each Crony in the reserve is worth 5 points.
Whoever obtains the most points will be the winner. In case of a tie, the one with the most Citizen Support wins. If the tie persists, whoever is elected Senator in real life wins the game.
Scoring Example
Maggie, Diego and César play a game that ends with a layout of cards on the table such as the one pictured. The values of each department would be:
- Culture (purple): 2 adjacent purple cards x 3 workers = value 6
- Defense (blue): 1 blue card x 2 workers = value 2
- Economy (yellow): 1 yellow card x 1 worker = value 1
- Education (red): (2 adjacent red cards x 7 workers) + (1 red card x 3 workers) = value 17
- Environment (green): 3 adjacent green cards x 5 workers = value 15
These values must be written in the area of the respective department on the Score Pad. Then they must be multiplied by the number of cards of each colour in the final hand of each participant. The value of the cards in the hand will be the sum of those scores.
Continuing the example, this would be the final situation and the score of each participant. Maggie wins the game with 118 points. (Final situations: Maggie has 3 Citizen Support Tokens and 1 Crony; Diego has 3 Citizen Support Tokens and 2 Cronies; César has 2 Citizen Support Tokens and 3 Cronies, as pictured.)
