Game Setup
- Players sit in a circle and work together as a team.
- Shuffle the Numbers deck and place it facedown in the center.
- Shuffle the Rules deck and place it facedown in the center.
How to Play
The game consists of a series of rounds.
For the first round, select any player to start. This player says "one." Moving clockwise, the next player says "two," and so on around the circle until reaching the number twenty-one. This ends the round.
The player who finishes the counting process becomes the Governor. The Governor's job is to permanently replace a number with a new rule.
Example: During the counting process a player can no longer say "three" but must instead clap twice.
With the new rule in place, the Governor starts the next round of counting.
If a player says the wrong number or incorrectly performs the rule, that player restarts the counting process.
Once the round is successfully completed, the new Governor adds a new rule and starts the next round of counting. While the early rounds are easy, the game increases in difficulty as more numbers are replaced by rules.
The Governor
When you become the Governor, proceed with the following steps:

Draw the top card from the Numbers deck and reveal the card to the team. This number will be replaced by a new rule.

Draw the top three cards from the Rules deck. Each card has a rule. Select a card and return the other two cards to the bottom of the deck. The rule cards shown in the rulebook are "Clap Twice," "Name a Superhero," and "Bark Like a Dog."

Read the selected card out loud to the team. The new rule permanently replaces the number during the counting process.
Example: Instead of saying the number "three," the player must clap twice.

Place the Numbers card and Rules card facedown together in front of you.
- These cards are only to be viewed in the rare instance that everyone has forgotten the specific rule.

Start a new round of counting.
- Remember: If "one" has already been replaced by a rule, start by performing that rule.
The Counting Process
Players cannot help other players recall the correct number or rule during the counting process. Players can only help others before the start of each count.
Once a round of counting is successfully completed, all players shout, "Cheers to the Governor!" and the new Governor begins the process of replacing a remaining number with a new rule.
A new rule cannot be added until the round is successfully completed.
How to Win
The goal is to replace every number with a rule. The team wins once a count consisting of only rules is successfully completed.
Novice Mode
For an easier and quicker experience, play to a number lower than twenty-one.
Example: If the team wants to play to 15, remove cards numbered 16-21.
Expert Mode
For a greater challenge, do not repeat previous answers for open-ended rules.
Example: If the rule says, "name a color" and a player says "blue," then no one can use the word "blue" to complete that rule for the rest of the game.
