Game Rules

Setup

The game is for 2 to 5 players, from age 7.

Before the game starts, the players unfold the board and choose their pawns. After shuffling, the LOS (Chance) and NIESPODZIANKA (Surprise) cards are placed in their designated spaces on the board. Then, by rolling the die, the players determine who starts the game. The player who rolls the highest number begins from the "Start" space. If players roll the same number, they roll again. The order of the following players is clockwise.

The players choose one person from among themselves to run the BANK (see the section "The Banker"). The Banker is a full participant in the game. Before the game starts, the Banker pays each player 15 thousand zł.

Players move their pawns along the track by the number of pips rolled on the die (rolling a 6 does not entitle the player to roll again). The spaces of the track along which the players move have different meanings.

Object of the Game

Each player tries to acquire the largest possible fortune and to drive the opponents into bankruptcy. If the game ends before the weaker players go bankrupt (with the consent of the participants), the winner is the one who has gathered the largest capital.

Meaning of the Track Spaces and Cards

Profession (ZAWÓD)

The track has 5 spaces defining a profession: DOCTOR (LEKARZ), POLICEMAN (POLICJANT), ELECTRICIAN (ELEKTRYK), TEACHER (NAUCZYCIEL) and ACCOUNTANT (KSIĘGOWY).

A player who stops, for example, on the TEACHER space (fig. 1) may declare this choice of profession. He then receives from the player running the game (the Banker) the card bearing the name of the chosen profession (fig. 2). From that moment on, the player collects a salary from the BANK each time his journey along the track takes him past the space of his chosen profession.

The player must remember to declare this: when he passes or stops on the space of his profession, he must report it to the Banker. If the next player makes a move and the previous player has forgotten to report passing the profession space, that salary is forfeited (until the next circuit of the board).

Professions differ, including in the income they bring. Therefore a player who stops on a "Profession" space for the first time does not have to choose it. He may try to get a better one by moving further along the track. There is, however, a risk of not getting any profession for a long time, while less choosy players will already be collecting their salaries.

Besides the salary, every player who has chosen a profession receives a fee from any player who stops on the space of that profession. The amount of the fee is written on the given space and on the profession card (fig. 3).

If a player has chosen his profession and stops on another, unoccupied profession space, he pays the fee stated there to the BANK. Each player may choose only one profession.

Dismissal (ZWOLNIENIE) and the Employment Office (URZĄD PRACY)

If a player stops on the DISMISSAL space (fig. 4), he loses the profession he gained earlier and moves his pawn to the EMPLOYMENT OFFICE space inside the board (fig. 5). On the EMPLOYMENT OFFICE the player waits one round. After waiting, he receives the WELFARE BENEFIT (ZASIŁEK) card (fig. 6) and rejoins the game, starting from the START space (fig. 7).

If, during a circuit of the track, the "unemployed" player does not find work again, then after passing the START space he receives the welfare benefit, which is always paid after passing START. The amount of the welfare benefit, given on the WELFARE BENEFIT card (fig. 6), is the amount the "unemployed" player receives after each passing of the START space. The player must report the passing to the Banker before the next player makes a move. If the player forgets to report it, or if he stops on the START space, the benefit is forfeited.

If the "unemployed" player finds work again, then upon accepting a PROFESSION card he returns the WELFARE BENEFIT card.

MP (POSEŁ)

If a player stops on the MP space (fig. 9), he may take on the office of MP (POSEŁ). He must, however, bear the campaign costs and pay 3000 zł to the BANK. After paying this amount, he receives from the player running the game the MP card (fig. 8), which he places in front of himself.

The MP is entitled to an allowance (diety) of 1000 zł each time he passes the MP space on the track. The player must remember to report this to the Banker, as with passing a profession space.

If another player stops on the MP space that has been bought, he must pay the owner of the MP mandate a donation of 1000 zł, as an expression of admiration for his parliamentary activity. This is payable regardless of the allowances the MP receives.

An MP cannot be punished or detained by the police. An MP cannot go to prison.

Political Party (PARTIA POLITYCZNA) and Party Membership Card

Only a person who has previously become a party member has the right to become an MP. He must first stop on the POLITICAL PARTY space (fig. 10) and pay the entry fee for the PARTY MEMBERSHIP card (fig. 11).

The PARTY MEMBERSHIP card exists in two copies, although only one of the players holding a membership card can be the MP. The MP mandate may, however, be lost during the game, and then another holder of a PARTY MEMBERSHIP card may become the MP.

Other players who stop on the POLITICAL PARTY space support the party with 300 zł, paid to the BANK. A party member does not pay the 300 zł to the BANK when he stops on the POLITICAL PARTY space.

If a player stops on an unbought MP space and cannot buy the MP mandate (because he has no PARTY MEMBERSHIP card), he must pay a donation of 1000 zł to the BANK for the repair of the parliament building.

Senator (SENATOR) and City Council Member (RADNY RADY MIASTA)

Players may also become a SENATOR or a CITY COUNCIL MEMBER. These offices no longer have the privileges of the MP's office. However, after paying the campaign costs, both the SENATOR and the CITY COUNCIL MEMBER receive allowances (after each circuit of the board).

If another player stops on the SENATOR or CITY COUNCIL MEMBER space, he must pay the holder of the SENATOR or CITY COUNCIL MEMBER card a donation to support their work for the good of the citizens.

Players who stop on an unbought SENATOR space (fig. 12) or CITY COUNCIL MEMBER space (fig. 15) and give up taking the office (that is, do not buy the SENATOR or CITY COUNCIL MEMBER card, figs. 13-14) move on, paying nothing.

SENATOR card (fig. 13): campaign cost 2800 zł; allowance 900 zł; donation from a supporter 900 zł.

CITY COUNCIL MEMBER card (fig. 14): campaign cost 1800 zł; allowance 500 zł; reward from a supporter 500 zł.

Chance (LOS) and Surprise (NIESPODZIANKA) Cards

During the game a player may stop on a LOS or NIESPODZIANKA space. He must then take the topmost card from the LOS deck (fig. 16) or from the NIESPODZIANKA deck (fig. 17), lying inside the board. These cards set out duties, rights or random events that concern the player at that moment. After reading the content of the card aloud, the player places it at the bottom of the deck and carries out the instruction on it.

Some cards are kept by the player in front of him and used at the right moment (for example, INSURANCE, "UBEZPIECZENIE"). A player who draws an INSURANCE card may keep it until the end of the game. He must, however, return it (to the deck) if he is dismissed from work, either by drawing a card or by stopping on the DISMISSAL space. If a player draws a second INSURANCE card, he places it at the bottom of the deck, since one player may not hold two INSURANCE cards.

The NIESPODZIANKA card reading "Staff reduction..." ("Redukcja etatów...") means (as on the DISMISSAL space) the loss of employment and the need to go to the EMPLOYMENT OFFICE. The "unemployed" player then proceeds according to the description for the DISMISSAL space.

The LOS and NIESPODZIANKA cards are laid out in the designated places on the board. The remaining cards are at the disposal of the BANK. The Banker, depending on how the game develops, issues cards to players or takes them back.

fig. 16 (LOS card): "Tax refund for last year - the BANK pays you 300 zł."

fig. 17 (NIESPODZIANKA card): "You must settle the bill for electricity and gas - you pay 300 zł."

Founding and Developing a Company

If a player stops his pawn on a space that has not been bought earlier and that represents some business, firm or enterprise (for example, SAUSAGES FROM THE SPIT - "KIEŁBASKI Z ROŻNA", NEWSSTAND - "KIOSK RUCHU", SECURITY AGENCY - "AGENCJA OCHRONY", etc.), he may (but need not) buy the firm on that space. The player who buys the firm receives from the Banker the OWNERSHIP CERTIFICATE card (DOWÓD WŁASNOŚCI).

Each such card specifies (fig. 18):

  • the cost of founding the firm, i.e. how much the player must pay for it;
  • the fee another player must pay to the owner when he stops on the space of the bought firm. This fee is of different amounts depending on the level of investment the owner has made in the firm. The more the owner invests in the firm, the greater his profit. The "investment level" is symbolised by an element (a brick) (fig. 19), which the owner buys for the price also given on the OWNERSHIP CERTIFICATE card.

fig. 18 (example: HAIRDRESSER'S SALON - "ZAKŁAD FRYZJERSKI"): founding cost 1600 zł; fee without investment 20 zł; fee at investment level 1 (1 brick) 110 zł; level 2 (2 bricks) 300 zł; level 3 700 zł; level 4 1400 zł; level 5 3000 zł; cost of each investment level 600 zł; mortgage value 800 zł. Having all ownership certificates of the same colour, the fee is counted double.

Each firm may be invested in five times: each time the owner buys one element (brick) of "investment level". When buying the fifth investment element, the owner exchanges the four small elements (bricks) for one large element (a pyramid) (fig. 19). The bricks after the exchange are returned to the BANK. The investment elements bought are placed upright, next to the space of the firm. The symbol of the size of the investment in a firm is the bricks, placed one on top of the other next to the firm's space.

fig. 19: "The player buying the fifth (last) element exchanges the four elements (bricks) collected earlier for one large one (pyramid)."

The spaces of individual firms are joined into groups of one colour (fig. 20). The owner may start investing in a firm only if he possesses all the firms of the same colour group. If a player acquires all the firms of the same colour, he also gains the right to collect a double rate of fees from a player who stops on one of those firms (but without investment elements; the fee for a firm with investment elements is counted according to the prices on its OWNERSHIP CERTIFICATE card).

The owner of a colour group may not buy all five elements for one firm at once. All firms of one colour group must be developed evenly. The difference in development between individual firms of one group may be one element. The rule of evenness applies not only to development but also to sale.

fig. 20: "The owner of all firms of one colour group gains the right to collect a double fee from a player who stops on one of these firms. Having the complete set of firms, the owner may also begin investing (buying bricks), but the fees are then counted according to the values on the card."

Mortgage (ZASTAW)

The mortgage value of a firm is given on its OWNERSHIP CERTIFICATE. A player who has no money to pay his obligations may sell his assets or mortgage them. To sell or mortgage a firm, he must first sell to the BANK all investment elements (if he had any) from the given colour group, regardless of whether he sells or mortgages one firm or all firms of that group. Investment elements sold to the BANK bring in only half of their price.

A player may sell a firm to another player, at a price agreed between them, or mortgage it at the BANK. When selling a firm, the player loses all rights to it. When a player mortgages a firm at the BANK, he keeps the ownership rights; only the player who mortgaged it has the right to redeem it. To redeem a mortgaged firm, he must pay the mortgage value plus a 10% margin for the BANK.

When mortgaging a firm, the player turns the OWNERSHIP CERTIFICATE over to its other side, on which the mortgage value is shown (fig. 21). A mortgaged firm yields no income: fees cannot be collected from other players who stop on the space of a mortgaged firm. If the mortgaged firm was one of a colour set, the fee on the remaining firms of that set is still paid double (at the price without investment elements).

fig. 21 (back of the OWNERSHIP CERTIFICATE cards): HAIRDRESSER'S SALON - mortgage 800 zł; NEWSSTAND "RUCH" - mortgage 500 zł. "Turn the card to this side at the time the firm is mortgaged."

Players may sell to each other the firms they have bought, but without their "investment elements". The price is agreed between the players. Players may also exchange firms with each other, adding a payment or not. Negotiations between players may take place only before the move of one of them, and they are open. A firm that has been mortgaged may also be sold (for any price); the buyer is then obliged to redeem the mortgaged firm from the BANK (the mortgage value plus 10% for the BANK). A transaction between players, or the mortgaging of a firm, may take place only when it is the turn of the player wishing to carry out that transaction.

Cheques (CZEKI)

All obligations during the game may be settled with banknotes or with cheques (fig. 22). Cheques are a full means of payment.

The Bank (BANK)

At the start of the game the BANK owns all cards (for example, the OWNERSHIP CERTIFICATES and PROFESSION cards, except the LOS and NIESPODZIANKA cards), all "investment level elements" and all the money. All amounts due for imposed fines, taxes, bills and similar charges are paid to the BANK.

The BANK pays salaries and welfare benefits to the unemployed. The BANK cannot go bankrupt. If there is no money or cheques left in the BANK, the BANK may issue money in any amount on ordinary sheets of paper. All payments in and out that have no specific addressee (player) are received or issued by the BANK.

The Banker (BANKIER)

The Banker manages the capital of the BANK: he manages all financial operations and receives payments from players for fines, taxes, gifts, penalties and so on. The Banker pays players salaries, rewards, bonuses and other amounts arising from the course of the game. The Banker auctions, accepts and handles mortgages, and issues the "Profession", "Welfare Benefit", "MP", "Senator", "City Council Member" cards and so on.

Car (SAMOCHÓD)

Each player may buy himself a car, which gives greater freedom of movement (fig. 23). A player with a car may stop on a space indicated by the number of pips on the rolled die, or on a space 5 spaces further. A car costs, however, a great deal: 7000 zł. After the purchase, the pawn is exchanged for a plastic car. After losing the car, the pawn returns to the board.

A player loses his car if he draws a "LOS" or "NIESPODZIANKA" card stating that it has been stolen. A car may also be mortgaged at the BANK (mortgage value 2000 zł); it may be redeemed for the mortgage value plus 1000 zł for the BANK.

fig. 23: car illustration.

Bankruptcy (BANKRUCTWO)

A player who cannot pay his bills or other obligations to the BANK or to another player, and whose debt exceeds the value of the rest of his fortune, is declared bankrupt.

If a player goes bankrupt owing a debt to the BANK, the BANK takes over the rest of his fortune, and the firms taken over are put up for auction (without their "investment elements", which always pass to the ownership of the BANK). The firms left after the bankruptcy are taken over by the player who pays the most for them. If no player wishes to buy the bankrupt player's firms, they remain with the BANK. Players may then buy them only if they stop their pawn on the space corresponding to them.

If a player goes bankrupt owing a debt to another player, the rest of his fortune is taken over by the creditor (the bankrupt player's debt must be higher than the value of his fortune). The "investment elements" do not pass to the creditor's ownership; the BANK buys them back (for half their price) and the money for them is returned to the creditor. The creditor also takes over the right to redeem the mortgaged "Ownership Certificates" (he must redeem them from the BANK).

End of the Game

The winner is the player who drives the remaining participants into bankruptcy. The game may be interrupted earlier (with the consent of all participants); the winner is then the one who has gathered the largest fortune.

We wish you many emotions and a merry time!!!
