Can Tyrant's Authority's Annex be used repeatedly, and on which cities?
Yes, you can repeat it, but only on Rival cities you control, meaning more fresh ships than each Rival. Replacing a city is not destroying it, so no Outrage. It can also replace buildings from Gate Stations.
