If I lead with a 7, do I keep the initiative?

Usually. A 7 is the highest card, so nobody can surpass it, and nobody can take the marker by surpassing. Another player can still seize it by playing an extra face-down card. If nobody seizes, you keep the initiative. The exception is declaring an ambition with the 7: the zero marker makes the card's number 0, so any card of that suit can then surpass it.
