In a 2-player game, how does the mulligan work?

After hands are dealt, the player without initiative may discard their whole hand of 6 and draw 6 new cards from the undealt deck, and must keep the new hand. You can't keep some cards and swap others. The action discard pile is only formed after the deal, so discarded cards are not reshuffled in.
