Can I spend a resource I gained during Prelude, and can I regain one I already spent?
The rulebook states this directly.

You may spend a resource you just gained, for example by taxing, within the same Prelude. Resources you spent return to the supply only when the Prelude ends, so you can't regain that spent token and use it again in the same Prelude.
