When does Outrage happen, and what does it do?

When you destroy a city, even outside battle, you discard all resources and Guild cards of that city's planet type, place an agent on your Outrage slot for that type, then Ransack the Court. Outrage is not provoked by destroying a starport, by raiding, or by replacing a city, and it doesn't take captives.
