Do Battle modifiers like Railgun Arrays apply to a Fire Rifles action?
The rulebook states this directly.

No. Fire Rifles and similar New Actions are replacements for Battle but are not themselves Battle actions. Modifiers apply to the standard action only, and do not trigger effects that need an actual Battle, such as Predictive Sensors.
